According to Teri Weaver at tweaver@syracuse.com, “No tour of Willard insane asylum for 2016, NY state says” As far as I know, the cemetery is always open to those who wish to visit and pay their respects.

My grandmother died there roughly around 1961, Margaret Helen Armitage. I wanted so bad to visit Willard being that I’ve never been there before, but after hearing how many people showed, I was too nervous to go.
